Two Men Arrested in Frank Powell Park

V.I. Police Department officers on St. John arrested Steven Dean Reichel and Scott Chamberlian and charged them Aggravated Assault and Battery, Disturbance of the Peace, Threats and other charges.

One man was arrested after a police officer asked him not to sleep on the benches of the Franklin Powell Park in Cruz Bay and not to have his personal possessions strewn about in the area.

Just before 5 p.m. on Saturday, January 28, a VIPD officer approached a man, later identified as 47-year-old Steven Dean Reichel, who was reclined and appeared to be sleeping on a bench on the north eastern side of Frank Powell Park, according to a VIPD report.

The officer asked Reichel not to sleep on the benches and to pick up the personal property that was strewn about and Reichel began to use profanity and be aggressive, according to the VIPD report.

Reichel assaulted the officer by grabbing her hand and then pushing it and the officer called for assistance, according to the VIPD report. Reichel was arrested on charges of Aggravated Assault and Battery, Interfering With an Officer While Discharging Their Duties, Destruction of Government Property and Resisting Arrest.

At the same time a man later identified as Scott Chamberlian, came into the area where Reichel and the officer were standing and started to pick up the personal property that was in the area, according to the VIPD report.

Reichel and Chamberlain began arguing and Chamberlain threatened to physically harm Reichel and was arrested for Disturbance of the Peace and Threats, the VIPD report continued.

Both suspects were held in the Bureau of Corrections pending their Advice of Rights hearing.
