Tourists Were Liable for Illegal Parking

The tourists who felt “robbed at gunpoint” by the VIPD were liable for the $1,000 fine since they did park in the handicapped space; to get out of the car the man had to put his transmission in “park.” If everybody used the space as a drop-off area the truly disabled would suffer.

Perhaps one way to avoid further incidents of using the handicapped space is to provide a drop-off space or two, hence, moving the taxis back 20 feet.

Also what right did the VIPD have to collect the fine at the time of the incident? In North Carolina there is a 30 day period used to discuss the situation before the fine is paid.
